15 Best Popunder & Popup Ad Networks to Buy Traffic (2026)

Pop traffic is where many media buyers start: impressions from a cent to a few dollars per 1,000, no banners to design, and volume in almost every GEO. If you searched for a popup ad network, you're in the right place too: in affiliate marketing "popup" and "popunder" are sold as one format, and nearly all of it is popunder.

This list covers 15 popup and popunder ad networks where you can buy popunder traffic in 2026. For each one I give what the network itself publishes: the minimum deposit, how pops are priced, volume, the verticals it names, a line for publishers, plus pros and cons. I also added traffic charts from my own accounts and examples of pre-landers that run on pops right now.

My one-line advice: pick 2-3 networks that are strong in your GEO, give each $50-$100 on the same offer and pre-lander, and keep the one that gets you to a profitable cost per conversion.

What popunder and popup traffic is

A popunder opens a new window or tab behind the page the user is reading, and they see it when they close or switch the window. A popup opens on top of the page. In affiliate marketing the two words get mixed, and most networks sell the format as "pops" or "onclick": the ad opens after the user clicks anywhere on a publisher's page. Almost all of it today is popunder traffic, bought on CPM, a price per 1,000 impressions.

Why buyers use it:

• Price: pops are among the cheapest formats per 1,000 impressions, which makes mass testing affordable.
• No creative: the user lands straight on your page, so you test angles on the pre-lander instead of on banners.
• Reach: large volumes in Tier-2 and Tier-3 GEOs and decent volume in Tier-1.
• Self-serve: almost every network on this list is a self-serve ad network: you sign up, deposit and launch without a manager.

The catch: the user didn't click on an ad, they were interrupted. Conversion depends on a fast, clear pre-lander and an offer with a simple action.

Pop traffic volumes and prices: what the dashboards show

Before I pick a network for a GEO, I open its traffic chart. These are screenshots from my own advertiser accounts at PropellerAds, Adsterra and HilltopAds, taken in the last week of October 2026. Each network shows yesterday's volume and the bid it suggests, so the numbers move daily.

PropellerAds shows its Onclick tab, popunder and Direct Click together, across all platforms. India leads with 159.8 million impressions a day, the optimal CPM in the big GEOs sits at $2.00-$2.60, and Turkey goes as low as $0.32.

Adsterra splits the same chart by device and traffic type. On mobile, mainstream and adult together, Indonesia and India lead with about 48 and 44 million impressions a day; the recommended CPM drops to $0.30 in India and rises to $3.68 in the US.

HilltopAds calls it an estimation tool: a minimum and a recommended CPM per country, plus a curve of how much volume each bid buys. For mobile popunders across all GEOs, a $0.88 bid averaged 112.8 million impressions a day and $2.70 about 152.1 million.

Three things I take from this. Volume sits in the same places everywhere: India, Indonesia, Bangladesh, the Philippines, the US and Brazil. The suggested price for the same GEO differs several times between networks: India is $2.00 at PropellerAds' optimal bid and $0.30 at Adsterra's recommended mobile bid, while in the US it's the other way round, $2.06 against $3.68. And these are different metrics: PropellerAds counts all devices and Direct Click inside its Onclick tab, Adsterra and HilltopAds show mobile only. Use the charts to find volume, not to predict your final CPM.

HilltopAds is the network on this list I tested myself this month. In my adult comics test I bought US mobile popunders there at a $4.50 Smart CPM: $40.29 bought 15,447 impressions and 9 sign-ups, $4.48 each. The lesson was pacing, not traffic: on Evenly my $20 daily budget crawled, on ASAP it was gone in hours.

PropellerAds, founded in 2011, is one of the biggest self-serve ad networks for mainstream offers, and its Onclick traffic chart is the one I open first for volume. Its terms let it reject "pornography, adult or mature content", so treat it as a mainstream-only source.

• Pop pricing: CPM, SmartCPM or CPA Goal; popunder CPM "from $0.01"
• Volume: in my traffic chart, 159.8 million Onclick impressions in India and 42.2 million in the US in a single day

4. Galaksion — Best Low-Deposit PopAds Alternative With Traffic Forecasts

If you're looking for a PopAds alternative with better targeting and a forecast before you pay, Galaksion is where I'd look first. A case on its blog, run by a Zeydoo media buyer on the Cryptomania crypto simulator app, bought popunders on CPM, with Brazil and Argentina as the most profitable GEOs: $1,787 spent, $2,957 earned, a 65.47% ROI, with a one-tap "Yes" pre-lander and a spin-the-roulette warm-up. The case is from November-December 2023, and Cryptomania pages still run on pops: one of the gift-box pre-landers below is dated October 24, 2026.

Push.House is my push source, and its OnClick format is a one-switch add-on in the same campaign form. It's the only network here that sells its pop traffic only per click, not per 1,000 impressions.

Adsterra, founded in 2013, sells popunder, Social Bar, interstitial, native and banner traffic, and its traffic chart splits mainstream and adult. For a reliable PopAds alternative with mobile volume in Asia, it's my second stop after PropellerAds.

• Min deposit: $100 by card, PayPal or Paxum; $200 via Inxy digital wallets; $1,000 by wire, by its May 2026 guide; a CPM or CPC campaign needs at least a $25 budget
• Pop pricing: CPM or CPA, with Smart CPM and CPA Goal bidding

Adcash, an Estonian company running under that name since 2011, sells popunder, in-page push, interstitial, video and display traffic, mainstream and adult.

• Pop pricing: CPM or CPA Target, no CPC on pops; Quality Tier Bidding sets 3 bids per country
• Volume: 300 million unique users a day in 195 countries, by its own count
• Best verticals: iGaming and sports, VPN and software, adult and dating, app installs, VOD

AdMaven sells pop and new-tab traffic, push, in-page push, interstitials and content lockers, and its rules ban sexually explicit content.

10. PopAds — Best Cheap Entry for Pop Traffic

PopAds sells popunders only, carries a copyright line from 2010 on its site and is still the cheapest way in. If all you want is cheap pop traffic to check whether an offer converts at all, $10 is enough to start.

• Min deposit: $10 by PayPal, no minimum by wire, per its FAQ
• Pop pricing: your own bid per 1,000 popunders, "Bidding starts at $1.00"
• Volume: not published
• Best verticals: whatever converts on a simple action; on the publisher side it accepts adult sites "as long as the content is legal"

• Pros: the lowest deposit, unspent funds withdrawable "anytime", targeting by category, keyword, country and time

Reacheffect, founded in Tel Aviv in 2014, relaunched its site and dashboard in October 2026 and publishes its pop volume openly.

• Pop pricing: CPM, SmartCPM or SmartCPA; minimum CPM from $0.14 in Tier-3 GEOs to $1.38 for US, UK and Canada iOS

Popunder ads examples: pre-landers that work on pops

People search for popunder ads examples because the format itself has no creative: what the user sees is your pre-lander. These are pages I saved from pop traffic in October 2026. Two patterns cover most of what converts.

The qualifier. A question the user answers with one tap before the offer: an age gate for adult, dating and gambling, a "choose your side" game for casino offers. It filters out accidental visits and makes the click feel like a choice.

The game. Sweepstakes and lead-gen pages turn the click into a prize draw: pick a gift box, spin the wheel, answer 3 questions to unlock a reward. The comment feed under the game is part of the pattern too.

How to choose a popunder network

• Volume in your GEO. Open the network's traffic chart or estimator before you deposit. A great network with no volume in your country is useless to you.
• Adult or mainstream. Some networks ban adult creatives and landing pages outright; others are built on adult inventory. Check the rules before you pick an offer, not after moderation.
• How you pay. Most networks sell pops on CPM, some add a CPA goal that bids for you once conversions come in, and Push.House sells its onclick traffic per click.
• Tools to cut bad zones. Zone-level stats, blacklists and whitelists, frequency capping and a postback. Without them a cheap source stays cheap only on paper.
• Money terms. The minimum deposit, whether unused balance can be refunded, and on what terms.

How to buy pop traffic: your first campaign

If you want to buy popunder traffic efficiently, don't spread a small budget across all 15 networks. Pick 2 or 3 that are strong in your GEO and vertical and run the same test on each.

1. Sign up as an advertiser and deposit the minimum or the whole test budget, depending on the refund terms in the note below.
2. Connect your tracker and set up a postback before launch.
3. Build a fast mobile pre-lander with one question or one game and one call to action.
4. Create one campaign per GEO and device, at the bid the traffic chart recommends, with a frequency cap of 1 per 24 hours.
5. Give it $50-$100, then blacklist the zones that spent without a conversion and move the converting ones into a whitelist campaign with a higher bid.
6. Switch to the network's CPA goal mode only when the campaign already has conversions to learn from.

For publishers: making money with pop ads
