Prediction Markets Summit Europe 2026: Gibraltar Licensed the New Vertical. Can Affiliates Sell It?

Illustrated desk on an acid yellow background: one hand slides a gold coin onto the green 62% half of a trading ticket split into green 62% and red 38%, the other holds a wooden judge's gavel, surrounded by a laptop with a rising green and a falling red line, a souvenir of a limestone rock rising from the sea, a brass compass, a blank badge on a lanyard, a desk calendar showing 9-10, 2 dice, a newspaper, a coffee cup and a notebook with the aliencpa logo.

Prediction markets have made it onto gambling conference agendas this autumn (SPiCE International in Cebu has a session on them on November 13), and on November 9 they get a summit of their own. Prediction Markets Summit Europe, the first edition of a new Eventus International series, opens at Sunborn Gibraltar in 4 days, with Gibraltar's minister for justice, trade and industry and its gambling commissioner on the speaker list.

Gibraltar is the host for a reason: since July it has had a rulebook written specially for prediction markets, which says they aren't betting, gaming or a lottery just because they're prediction markets. Below: the programme, the passes (including a free one for affiliates), the 25 speakers, and the question an affiliate should bring to Gibraltar: can you actually make money promoting this vertical? I read the rules. In most places, not yet.

Prediction Markets Summit Europe 2026 at a glance

A short, regulation-heavy summit: half a day on November 9, a full day on November 10. The organiser describes the audience as global regulators, platforms, investors and innovators, and the event as "a Conference & Pop-Up Expo" under the line "Shaping the future of event-based trading".

  • Dates: November 9-10, 2026; registration at 13:00 on day 1 and 09:00 on day 2
  • Venue: Sunborn Gibraltar, Ocean Village Promenade, GX11 1AA, Gibraltar, a floating hotel moored in the marina
  • Organiser: Eventus International, the company behind SPiCE and SPARK
  • Name: the same event appears as PX Markets Summit Europe in the logos and the #PXSummitEurope hashtag
  • Series: next editions are planned in Colombo, Sri Lanka (March 2027) and Ontario, Canada (May 2027); the Prediction Markets Summit card in our catalog has the dates
  • Attendance: not published

The programme: regulation in the morning, money in the afternoon

The session list below is from Eventus's November 2 announcement. The event page itself only shows the time blocks and sends the full agenda on request.

November 10, 14:30

Commercial growth and global expansion: market growth projections, media expansion, institutional investment, international licensing

November 10, 17:00

Closing remarks by the chair, farewell drinks from 17:15

There's no affiliate or advertising session in the published outline. The closest one to our business is the 14:30 block on "media expansion". The 09:00 comparison of sportsbook risk with prediction market mechanics is the one to catch if you work betting traffic: it's the room where people will argue whether these are 2 products or 1.

Startups can still enter the pitch. Submissions close on Saturday, November 7. Selected startups get a 15-minute pitch slot and 2 full passes, and the winner gets a free 3x3 m exhibition space at an Eventus event of its choice in 2027. Entries go to johane@eventus-international.com.

Passes, and the free pass for affiliates

There are 2 paid passes, both non-transferable, and no early-bird price any more.

Free

Ask for the free pass before you pay. Eventus's November 2 announcement says: "Qualified operators and affiliates may apply for complimentary passes, subject to approval and availability." It doesn't say how to apply or what "qualified" means, and the event page has no form for it, so write to the organiser's general address, info@eventus-international.com, with your sites, GEOs and verticals.

Tickets can't be refunded, and 4 days out you can't get a credit note either. Eventus doesn't issue cash refunds for delegate tickets. A credit note for a future event (valid 12 months) is only given for cancellations received at least 14 days before the event, and for Gibraltar that window closed on October 26.

If you buy now and can't go, the policy lets a substitute delegate attend in your place, even though the passes are marked non-transferable. Get that confirmed by Eventus in writing before you pay.

Who is speaking: 25 names

The line-up is mostly regulators, lawyers and compliance people, plus 8 platforms and tech vendors. Here it is as the event page lists it on November 5:

  • Government of Gibraltar: Nigel Feetham KC MP (Minister for Justice, Trade & Industry), Andrew Lyman (Gambling Commissioner & Executive Director, Gambling Division)
  • Platforms and market tech: Travis Geiger (Co-Founder and Chief Experience Officer, WagerWire and Wire Markets), Will Martin (CEO / Product Owner, VANT Network), Charlotte Nimmo (CEO, ipredicta.co), Jonathan Russell (Founder, Straight Forecast), Daniel Bizzell (Founder, Signal Infra), Konstantin Kondev (COO, BlocksRace), Robert Wintersteller (COO, Odds Reactor), Stefan Viagas (Chief of Business, Bitolo)
  • Lawyers: Dr Terence Cassar (GTG Legal), Dr Gayle Kimberley (GKF Legal), Steven Caetano (ISOLAS LLP), Rupert Moffatt (Triay Lawyers), James Oton (LIS Legal), Claire Pinson-Bessonnet (CPB Avocats)
  • Compliance and consulting: Targ Patience (chairperson) and Tereza Patience (Dolya Consulting), Nathan Catania (XReg Consulting), Christina Thakor-Rankin (1710 Gaming), Neil Tyson (Rightway Compliance), Barry Orr (Solas Compliance)
  • Safer gambling: Jo Abergel (Ethical Gambling Forum), Judith Glynn (Centre of Excellence in Responsible Gaming, University of Gibraltar), Pedro Romero (BetBlocker)

On the floor: BetConstruct AI and EI Networking (an Eventus division) are the sponsors, Gibtelecom is the exhibitor. There are no ad networks, traffic sources or affiliate programs among the speakers or sponsors.

What Gibraltar actually licensed

Gibraltar moved fast, and it says so. On March 31, 2026, Nigel Feetham told Parliament that a licence had been issued "notwithstanding that the Act could not yet be brought into force", under the old law, "allowing the company to operate in the prediction markets". He called it "record timing for the issuance of a regulatory licence in Gibraltar".

The company was Predict Street, and the rush had a deadline. Asked by GBC, Gibraltar's public broadcaster, about press criticism of the ADI Predictstreet licence, Andrew Lyman explained that it was granted under the 2005 Act "for a few days" and then "grandfathered" under the 2025 Act. On the speed, he said there was "a concentrated focus" on this licence "because of the need to licence before the run up to the FIFA World cup, but speed does not mean lack of scrutiny".

Since July 13, prediction markets have their own regime. The Prediction Market Regulations 2026 (LN 2026/176), made under the Gambling Act 2025, came into force on that day. The key line is regulation 4(3):

Prediction market activity carried on in accordance with these Regulations is not to be treated as betting, gaming or a lottery for the purposes of the Act solely by reason of its characteristics as prediction market activity.

In practice, it's a separate permit, not a gambling licence. An operator with a prediction market authorisation is exempt from the Act's general prohibition, and the regulations say the authorisation "is not a reference to a licence under Part 4 of the Act". The Gambling Division's register lists 2 authorised operators as of November 5: Predict Street Limited (PMA01) and Wire Alternative Markets Limited (PMA02).

Feetham's summary, in Eventus's July announcement of his opening address: "Our approach is quality over numbers. We want credible, regulated operators who contribute to what Gibraltar has built here over three decades."

Can affiliates make money on prediction markets?

Not on the usual terms, and in several big markets not at all. Gibraltar is one view of what these products are. The regulators an affiliate actually sends traffic to mostly take the opposite view, and the biggest ad platform has written affiliates out of its policy. Here's what the official pages say:

Where

The rule

What it means for an affiliate

Google Ads

Ads allowed only in the US, excluding Connecticut, Michigan, Nevada, New York and Ohio, and only for certified CFTC-authorised exchanges (DCMs) and NFA brokers

"Affiliate sites containing related content or broker reviews" are on the prohibited list. You can't run them as an affiliate, in any country

UK

The Gambling Commission (February 4, 2026): current products would appear to fall under the "Betting Intermediary" licence, and operators "would not be able to classify themselves as non-gambling products"

Promote only a platform with a GB gambling licence

France

The ANJ ordered internet providers to block Polymarket on July 16, 2026

Advertising an unauthorised gambling site is a crime with a EUR 100,000 fine, and so is publishing its odds to promote it

Spain

The Consumer Rights Ministry temporarily banned Polymarket and Kalshi on May 26, 2026, for "an estimated three or four months" while its gambling watchdog investigates

Spanish traffic has nowhere legal to land on those 2 platforms

Kalshi

Referral offers are "currently available only to eligible U.S. users"

It's a user referral with trading credits, not a CPA or RevShare deal

Gibraltar

Not betting, gaming or a lottery "solely by reason" of being prediction market activity

The only European regime written for the product, with 2 operators on the register

The French rule is the one to remember. The ANJ's notice describes Polymarket's home page, which shows live odds on events, as a major vector for promoting an unauthorised offer, and says the EUR 100,000 penalty also applies to anyone who publishes an unlicensed site's odds to promote it. A widget with Polymarket odds on a site for French readers is exactly that.

I couldn't find a public CPA or RevShare program for any big prediction market. On their official pages I found user referrals (Kalshi's is US-only) and nothing for content affiliates. The visible money in this vertical goes to platforms, market makers, data providers and lawyers, and that's who is on the speaker list.

For now, a prediction market is a product an affiliate can write about but can't really sell. The useful part of Gibraltar for us is a different question: if sportsbooks start adding event contracts, those products will land inside the operator deals you already have, under gambling rules you already know. The 09:00 session on November 10, comparing sportsbook risk with prediction market mechanics, is where to hear how close the 2 products already are.

Is Prediction Markets Summit Europe worth it for a media buyer?

Only if you're building something in this vertical, or you can get in for free. It's not a traffic event: there are no ad networks, affiliate programs or media buying sessions in the published programme, and the organiser doesn't publish an attendance figure.

It's a good fit if you run a betting, trading or crypto content site and want the regulatory map before you add prediction market content, or if you want to put questions to Gibraltar's regulator and 6 gambling law firms in one room. If you buy pops, push or native for dating and nutra, skip it: nobody in Gibraltar is selling what you need.

Checklist: what to do

Questions and answers

When and where is Prediction Markets Summit Europe 2026?

On November 9-10, 2026, at Sunborn Gibraltar, Ocean Village Promenade, Gibraltar. Day 1 is a half day from 13:00 with a networking evening, day 2 is a full conference day from 09:00 with farewell drinks at 17:15.

How much does a pass cost?

EUR 595 for the Standard pass (November 10 only) and EUR 995 for the Premium pass (both days and the November 9 reception). Both are non-transferable, and tickets aren't refundable.

Is there a free pass for affiliates?

Yes, on approval. Eventus says qualified operators and affiliates may apply for complimentary passes, "subject to approval and availability". The criteria aren't published.

Who organises Prediction Markets Summit Europe?

Eventus International, the organiser of the SPiCE series and SPARK. Its general contact is info@eventus-international.com.

Are prediction markets legal in Gibraltar?

Yes, with a prediction market authorisation from the Gambling Division. Since July 13, 2026, the Prediction Market Regulations 2026 treat prediction markets as a distinct activity, not as betting, gaming or a lottery solely because of their characteristics. 2 operators hold an authorisation as of November 5, 2026.

Can affiliates advertise prediction markets on Google?

No. Google Ads allows prediction market ads only in the US, excluding 5 states, and only for certified CFTC-authorised exchanges and NFA brokers. Affiliate sites with related content or broker reviews are on the prohibited list.

Author’s conclusion

Prediction Markets Summit Europe is a small first edition in the only European jurisdiction that has written a separate rulebook for prediction markets, with the minister and the regulator who wrote it on stage. For an affiliate, the honest takeaway before the event is that the vertical isn't open to us yet: Google bans affiliate ads for it, France prosecutes promotion of unlicensed platforms, and the big platforms pay users, not affiliates.

My advice: if you work betting or crypto traffic, ask Eventus for the free affiliate pass, go for the regulation panels on November 10, and leave with 1 answer: when your sportsbook adds event contracts, whose rules will they follow? If they won't give you a free pass, read the regulations instead. They're 24 pages, and they're on gibraltarlaws.gov.gi.
