VAMP
Visa Acquirer Monitoring Program: Visa's monthly check of disputes plus fraud reports against card-not-present sales. Since April 2026 a merchant is excessive at 1.5% and 1,500 events in most regions.

VAMP replaced Visa's separate dispute and fraud programs in 2025. It counts both disputes and fraud reports, and it doesn't consider dispute outcomes, so a dispute the merchant wins still counts. Refunds aren't counted, which makes a fast refund cheaper than any dispute.
The excessive line is 1.5% with 1,500 events a month in Asia Pacific, Canada, the EU, the US and Latin America, and 2.2% with 150 events and $75,000 in CEMEA. Merchants above it face fees and remediation through their acquirer. Mastercard's equivalent, ECM, starts at 100 chargebacks and 1.5%, with fines from $1,000 to $100,000 a month.
These are monthly ratios per merchant, so a single month of stolen-card or incentivized traffic on a trial offer can push a small advertiser over the line.
